An authorized administrator device coordinates file access; when it is offline, access may wait.

Check that each member can open the shared files, not only see their names.

The family can use the same files without sharing an owner password or access to unrelated personal storage.
Keep this in mind when you continue.
Cloud membership and storage permissions can be revoked at different times. Removing access cannot erase copies already downloaded. Credentials stay on devices.
If a file will not open
If a file will not open, check its device or storage, access and selected version. A visible name alone does not make the contents available.
